Randy A. Boyd, PE

Principal

Randy has more than 20 years of experience in hydrologic/hydraulic analysis and design. Prior to joining North State Environmental, Randy worked at the North Carolina Department of Transportation (NCDOT) as the Regional Hydraulics Engineer-Region II. He has extensive experience utilizing hydrologic/hydraulic design principles for the completion of a variety of project types. Through onsite participation in pre/post design reviews, Randy strives to provide clients with the most practical and cost-effective solutions to their needs. Randy has extensive experience in public involvement and coordination with Local, State and Federal Agencies.

Mark E. Cooney

Principal

Mark has 22 years of experience in senior level project management and engineering. Prior to joining W3 Engineering, Mark served as Director of Capital Projects for the NC Department of Natural and Cultural Resources and Director of Capital Planning and Finance for the NC Community Colleges System. He started his engineering career with the NC Department of Transportation and NC Wildlife Resources Commission working in operational and engineering design positions. He is a veteran of the US Navy, serving as Surface Warfare Officer on the USS Arkansas (CGN-41) during the first Gulf War. Mark is an avid fisherman and turkey hunter and enjoys cooking with family.

Tim Casey

Project Manager

Tim Casey is a NCDOT certified Senior Construction Inspector with over 34 years of diverse construction experience in transportation projects throughout Eastern North Carolina. He has served as a NCDOT Inspector on NCDOT projects within both Division Two (2) and Division Three (3) where he was directly responsible for overseeing all aspects of the project’s construction and ensuring the project’s compliance with NCDOT specifications and standards. He has also served as a lead project inspector for multiple roadway and structure projects. Tim has a diverse background assisting Division 2 NCDOT Bridge Maintenance Department developing and insuring sustainability of the bridge program consisting of over 612 bridges. He served 6.5 years as the ET Advanced Technician for Division 2 NCDOT Bridge Maintenance Department.

Wendee B. Smith, PWS

Senior Project Manager

Wendee has worked 20 years in the engineering and environmental consulting industry. The majority of her experience has been related to transportation, specifically involving environmental and planning project. Management and consulting on complex projects and improving program efficiency are her passions.

Wendee is an energetic and enthusiastic professional who enjoys problem-solving and working as an extension of our clients. She puts a high value on and is committed to professionalism, quality and service. Her biggest commitment is outside of work where Wendee enjoys spending quality time with her husband of 19 years, her two kids and she loves her black lab, Buck.

Hanna N. Armsby, CPA, CFE

CFO

Hannah is a licensed Certified Public Accountant and Certified Fraud Examiner, and joined W3 Engineering in 2018. Her background includes experiences as an Auditor in a large, national public accounting firm and internal auditing for a major financial institution. Hannah served as a board member for the North Carolina Association for Certified Public Accountants and she is an active volunteer for several local non-profits. In her spare time, Hannah enjoys travel, learning new languages, and football.

Debra Wilson

Permitting Director

Debra has over 20 years of coastal permitting experience in North Carolina. She served as the North Carolina Division of Coastal Management (DCM) District Manager in the Wilmington regional office for 14 years and 6 years with New Hanover County as Assistant Chief Zoning Officer/ CAMA Local Permit Officer. As the DCM District Manager, Debra managed permitting and enforcement activities with Brunswick, New Hanover, Pender, and Onslow counties. She supervised the implementation and enforcement of the Coastal Resources Commission’s rules and policies for coastal development pursuant to the NC Coastal Area Management Act (CAMA) and NC Dredge and Fill Law. Debra is a veteran of the U.S. Coast Guard.
